Project Context and Scope

The Middle East and North Africa (MENA) region is one of the most dynamic migration corridors globally, serving as a point of origin, transit, and destination for millions of migrants. Despite the significance of migration in the region, challenges persist in the availability, quality, comparability, and use of migration data. This assessment, proposed by IOM MENA through its Regional Data Hub (RDH), aims to strengthen national and regional migration data systems by identifying gaps, assessing capacities, and informing a roadmap for improved data availability, harmonization, and use. The assessment will adopt a mixed-methods approach combining desk reviews, key informant interviews, surveys, and stakeholder consultations and will be conducted in coordination with IOM Country Offices, national statistical offices, and relevant ministries. Thematic areas include labor migration, forced displacement, diaspora, remittances, return migration, border management, human trafficking and smuggling, and migrant protection. The assessment will result in country-level data profiles, a regional synthesis report, a migration data roadmap, and policy briefs to support evidence-based policymaking and regional cooperation.

Organizational Department / Unit to which the Consultant is contributing

Regional Data Hub (RDH), IOM MENA Regional Office, Project: (CCMD , RMGP), Strategic alignment: IOM Strategic Vision 2019–2023, Migration Data Strategy 2020–2025, and MENA Regional Strategy.

    Responsibilities: Tasks to be performed under this contract First deliverable – Submission of Inception Report including methodology and work plan aligned with the objectives: mapping data sources, stakeholders, and institutional frameworks. Deliverable by email by 31 July 2025 payment to be paid within 15 days of receipt and approval of the required deliverable. Second deliverable – Conduct Country-level and regional level assessments (separate chapters in report) identifying challenges, best practices, and capacity gaps in migration data collection, sharing, and use Deliverable by email by 15 August 2025 payment to be paid within 15 days of receipt and approval of the required deliverable Third deliverable – Submission of first Draft Regional Synthesis Report and Migration Data Roadmap, addressing regional coordination and harmonization opportunities Concept note and agenda for capacity development workshop. Deliverable by email by 15 September 2025 payment to be paid within 15 days of receipt and approval of the required deliverable. Final deliverable – Submission of Final Regional Synthesis Report, Migration Data Roadmap, and policy briefs with actionable recommendations and conduct 1 capacity development workshop to present findings. Deliverable by email by 15 October 2025 payment to be paid within 15 days of receipt and approval of the required deliverable. Performance indicators for the evaluation of results Timely submission of all deliverables according to the agreed schedule. Quality and clarity of the inception report, including a well-defined methodology and work plan. Depth and accuracy of country-level migration data profiles and stakeholder mappings. Relevance and feasibility of recommendations provided in the Migration Data Roadmap. Analytical rigor and coherence of the Regional Synthesis Report. Responsiveness to feedback from IOM and stakeholders during the validation process. Alignment of outputs with IOM’s strategic frameworks (e.g., GCM, SDGs, Migration Data Strategy).
  • Effectiveness of communication and collaboration with IOM teams and national counterparts.

Qualifications: Education & Experience
Advanced university degree (master's or equivalent) in Migration Studies, Statistics, Demography, Data Science, Social Sciences, or related field.
Minimum of 10 years of professional experience in migration data analysis, research, or policy development, preferably in the MENA region.
Proven experience in conducting assessments, evaluations, or research related to migration data systems or governance.
Previous experience of working with National Statistics Offices and RECS an advantage
Demonstrated ability to synthesize complex information and produce high-quality analytical reports.
Excellent communication and stakeholder engagement skills.
Fluency in English required; knowledge of Arabic or French is an asset.
Languages

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required
At least one travel is required to the MENA region during the Consultancy to present the finding of the final report.
